I'm not sure I agree. This is not about Firefox's full-screen mode, is about the one given by Compiz. AFAIK applications can't even know they were set to fullscreen, it's just a resize operation for them.*
The same thing happens with such disparate applications as gedit, amarok, exaile, and openofice. Note that it doesn't happen with Nautilus or gmusicbrowser, though. (For example, Firefox changes the layout of its toolbars when its own full-screen mode is activated.
