Thank you for your comment. I did try to use FindRightPackage but I was unsure 
about which package to choose, weither it should be Ubiquity or Scim itself.
I feel that setting the importance to only "wishlist" seems too low for me 
(that's from a Vietnamese point of view, of course). 

As I'm not a real programmer, I don't know how much complicated it is to
do modifications, e.g. search in Ubiquity to deactivate Viqr in SCIM
whenever Vietnamese is chosen for installation or adding the m17n
package, but here also then there should be a prority to e.g. Telex mode
input rather than Viqr's one.
