Thanks for your bugreport.
The file /etc/apt/apt.conf was never part of the apt package. The
installer used to create it if it had something to put into it.
I'm sorry, but I have to close this bugreport. If you disagree either
reopen it as a whishlist bug or reassign it to the installer.
