Is this still a problem? You said "The printer works on the local computer but cups does not seem to share it since it can be seen from other computers until I restart cups.". Do you mean CANNOT be seen?
Can you look at https://wiki.ubuntu.com/DebuggingPrintingProblems and see if you can get some more info?
