Hello, For me the deciding factor is, will the documentation on the web site be updated on launch day? If it will take some time before the site is updated than I think the package should be installed by default and the motd updated with instructions on viewing the local docs.
Personally I look to web documentation before using local copies, but from earlier comments others probably do the reverse.
