Vim's behaviour is still the same (default to using the current
directory first, if possible).
A workaround for this is to use the following in your .muttrc:
set editor="/usr/bin/vim --cmd 'set directory-=.'"
This removes the "current directory" (/tmp for mutt's default location) from
the list of directories used. More specifically, you could use
set editor="/usr/bin/vim --cmd 'set directory=~'"
to force the temporary file into your home directory.
