Public bug reported:

I'm opening this bug as a generic bug against all laptop models. Because
I think Ubuntu has the same problem with almost all of the available
laptop models, bad battery runtime.

There is also bug 70247 about this but it's specific to IBM/Lenovo
Thinkpad X60.

My laptop is a HP nc8430 and Ubuntu gives me 1h30m runtime whilst I have
2h30-3h in XP.

One suggestion in lowering the power consumption is that the screen
should be dimmed immediately when the AC is unplugged (80%) and just
after a few (30?) seconds of idling it should be dimmed harder (40%?)
and eventually (5 mins?) shut off. This is somewhat what they do on Mac
today. This seems like a good default instead of having a screensaver.

Other suggestion is to look at Intel Powertop. The suggestions proposed
there could be default when running a laptop (on battery).

** Affects: ubuntu
     Importance: Undecided
