Recommends is defined in Policy as:

     `Recommends'
          This declares a strong, but not absolute, dependency.

          The `Recommends' field should list packages that would be found
          together with this one in all but unusual installations.


libtoolize does cope when this isn't installed, it tells you that the required 
files could not be found, gives you the reason why (no such file or directory) 
and terminates without surprising side-effects.

You only need libltdl3-dev if you use "libtoolize --ltdl", so it's not
required for the full functionality of libtool -- it's permitted to
remove it, though that would be an unusual situation.  Thus this
satisfies the relationship (it's a Recommends not a Depends).
