Right. It's an effect of the slightly altered shape of the fi ligature vs. fi separately in the low-res pixel grid . The hood of the f will get slightly lower to extend towards the dot of the the i. Then hinting kicks in, and it will shorten the f by one pixel since the top of the outline now falls just a little closer to the lower pixel boundary.
