Public bug reported:

I’m not using NM’s openvpn plugin (nor am I using the GUI controls to
NM, it’s been left as it is ever since I reinstalled my box in October
or so), I’m using openvpn separately.  NetworkManager and
NetworkManagerDispatcher are running as normal.

A few days ago (this is Hardy we’re talking about, by the way) my VPN
stopped working, and its logs didn’t say anything suspicious, the
service startup gave me an okay…  Found out that NM was pulling the plug
under my tap0 device (and the related routes), as soon as I stop
NetworkManager (and restart OpenVPN), the issue goes away.

Not sure if this is a bug, but it certainly worked until like… a week
ago or so.
