I think it's safe to assume that command-not-found-data needs an update.

Command not found is not analyzing anything at runtime since it depends
on prebuilt package index database. This process is very difficult to do
since it requires access to a full mirror (I previously made a local
mirror but that took about 50GB of network traffic) and is usually
performed by someone (probably Michael Vogt) sometime prior to the final
release.

In the past command not found's database was not rebuilt until the very
end of the release cycle. I think that's why you get missing commands
and other bogus info.

On the other hand, the scanner script is not perfect and has most
problems with commands created/renamed/aliased/alternatives created by
the install script of a package. Install scripts are analyzed but in a
very crude way and I'm sure they still miss lots of important files.
