I can confirm this with gnome-system-tools 2.21.92-0ubuntu1 on Hardy.
After automatically installing ntp support with time-admin, the dialog
asking you if you want to install ntp support continues to redisplay
itself and you are not able to select "Keep synchronized with internet
servers" until restarting time-admin.
