I've seen a similarly described problem but with very little info.
I'm using a Dell Inspiron E1505 with Ubuntu 7.10 installed. This issue
may not be unique to my model but I've seen other people with this model
reporting similar issues as well as some owners of other Dell laptop
models.
When I attempt to shutdown or restart the computer while plugged into
the internet via ethernet cable, it will fail to power down every time.
If I am connected to the internet wirelessly I will get a smooth normal
powerdown/restart every time.
Originally I would get just a blank black screen after the desktop
closed and that blank black screen would sit there until I forced the
power off.
However, I have since learned that I had a bad resolution setting for my
splash screens. After fixing the resolution issue I now see the closing
splash screen after the desktop closes. Once the orange meter is empty
it waits a few seconds and gives me a screen with the following output:

The underscore at the end is meant to represent the blinking cursor that will
sit there and blink away forever if I don't force the power off.
So now, having solved a resolution issue, my blank black screen is replaced by
something more useful and we can see where the shutdown process seems to stop.
However, I have no idea what to do about this. Everyone else I've seen
reporting this (or at least a similar) problem on ubuntuforums.org seems to
usually get the blank black screen. I'm guessing if they fixed their splash
resolution they would get similar output. After all, from what I've read the
resolution issue applies to most any wide screen laptop LCD, among other
displays. I previously didn't even know I was supposed to have a splash screen
with a meter when starting and shutting down, and I imagine many other new
users would be in the same boat
I'm not a programmer and I'm new to Linux so I really have no idea what
to do about this and have found no helpful solutions on any forums.

time to write the whole screen down and most still just had the blank

I'm hoping the output above can be helpful to someone who knows what they're
