Thank you for taking the time to report this bug and helping to make Ubuntu 
better.
But the behavior is intended, therefore it is not a bug. The first user you are 
creating is automatically member of the admin group while every other user is 
not by default, which is intended due to security reasons. 

Of course you can allow every user to do administration tasks, e.g. via
system->administration->users and groups if you are using ubuntu (you
have to be the "first" user to use this tool unless you've added your
second one to the admin group).

I'll convert this report to a question to make sure that you'll get the
steps explained in detail if this short comment does not solve your
problem already.
