I can confirm that. My touchpad (Synaptics) does also not offer
scrolling, but worked on Gutsy. Also the xorg.conf does not include the
touchpad (as far as i know all the xorg.conf - structure has benn
remodeled?). But where is it configured now? As far as i know the
SHMConfig-Option should be enabled...

cat /proc/bus/input/devices | grep Touch
gives:
