I had this problem for a long time. I tried a lot of fixes, but I think
what solved it was installing PulseAudio. This is the default audio
server in Hardy, and I can confirm that Hardy Alpha 6 recognizes my 5.1
setup correctly by default. (Gutsy does not; only stereo functioned
correctly before, as described in this bug.)

$ grep Ubuntu /etc/issue
Ubuntu 7.10 \n \l
$ uname -r
2.6.22-14-generic
$ grep Codec /proc/asound/card0/codec*
Codec: Realtek ALC883
