I was having the same problem as this user, and had the same output ending in "ro quiet splash" as this user. I then noticed the user stopped responding.
I first fixed my shutdown screen not showing by editing /etc/usplash.conf to match the resolution set there to my laptop's widescreen resolution as discussed in this bug: https://bugs.launchpad.net/ubuntu/gutsy/+source/ubiquity/+bug/150930 That did not restore the load screen, though. I then scrolled further down in the comments in bug #150930 and followed steps 2 and 3 from bluwShark. Note: I already had followed step 1 to match the usplash.conf resolution to my normal resolution.
