Hi,
This isn't how library packaging works in Debian/Ubuntu. The soname
is encoded in the package name so that a package can depend on the ABI it
needs.
A package that needs to build against gnutls Build-Depends on the -dev
package and then picks up the correct library package using the shlibs.
Can you explain why you want to depend on gnutls please?
