I also am experiencing this problem, with a fresh install of Gutsy.

If a panel is on the left or top of the primary screen (Window 0)
maximizing an app works as expected. If the panel is to the right or at
the bottom of the screen, the app maximizes underneath it, as if
whatever is calculating the maximized window position is ignoring the
presence of a panel. Hopefully the screenshot will help explain.

The same bug appears on Window 1, but only when the panel is to the
left.

Attached is a screenshot of what I am talking about, it is a composite
of all eight possibilities. Portions labeled in red are not working as
expected, where green labeled portions are working fine (in my opinion).

My technical knowledge on this subject is admittedly limited, but I am
willing to help in any way I can. Simply let me know.
