This is the not-working-with-symlinks-in-place bug which is referred to in bug #60222.
With my zd1211 hardware I get it to associate if (and only if) I run sudo iwlist eth1 scan. I don't get any throughput and pinging the router gets multiple duplicate responses. The dongle works fine on the same computer running dapper. Out of the box the device comes up as disabled.
