For a package to be included in Ubutnu 'universe' it has to be reviewed
by the MOTU's (Masters Of The Universe). This is done via a tool called
REVU, which can be read about at
https://wiki.ubuntu.com/MOTU/Packages/REVU .
You should also update this bug report to include the upstream URL
(homepage) of the package and a note on the License it uses.
