It appears like there was the following line in debian/install activates:
#tests/*.py                              usr/lib/python2.4/site-packages/bzrlib/

bzrtools installation failed because of it and in the current packages
state it tries to get configured only, but the error will stay the same:
as long as you haven't installed python2.4, it fails.

The workaround for me was to purge bzrtools (and the rdepend bzr-
builddeb) and then reinstall it.
