You've got a mix of virtual desktops and viewports, which is not
supported. In hardy we no longer allow you to use virtual desktops in
compiz to fix this. In gutsy, install compizconfig-settings-manager, go
to System->Preferences->Advanced Desktop Effects Settings, click on
General Options, click the Desktop Size tab, and change Number of
Desktops to 1.
