Likewise, if disabling Desktop Effects, the problem vanishes.... however, Desktop Effects can be re-enabled after the console is open and the windows still functions normally. This being the case, I thought perhaps disabling the Snapping Windows, Wobbly Windows, or Window Placement plug-ins would alliviate the problem, but this has proven fruitless.
