I set the status of the bug to Triaged to help it getting more attention
since I suspect that we have enough information for developers, I also
open again the bug in udev in case that it is really a udev bug.

  Every time I boot, my laptop (a Dell XPS M1710) hangs for about a minute
  while "Loading hardware drivers...". Nothing is printed, no disk
  activity, nothing. It then proceeds as normal, and everything works as
  expected.
  
  There are similar reports in bug #102982, but I blacklisted the
  intel_rng driver without any improvement.
