It isn't a bug any longer because it looks like it has finally been fixed at Hardy Alpha 6.
But I think it was a bug prior to that point, because I have never had this problem on versions of Ubuntu prior to Hardy. Unless I am wrong, I believe that all these locale setting parameters should be set during and by/part of the installation of the O/S. The users should not have to do this once the O/S is installed.
