It's now in 0.30 and, as it's a fast-changing project, I would say 0.28
doesn't make any sense in the ubuntu repository now.

Although I'm a fairly decent C/C++ programmer, I don't know what is the
best way to make this into Ubuntu universe in a decent time table (have
to say I didn't start with debian, so don't know how is the "debian way"
and how to make .deb packages).

Is this because the maintainer (also the old debian maintainer) isn't
visible anymore? (not a critique, as I have the most respect for all
contributors and know very well how time is precious).

Please bear with me for not looking into the long ubuntu documentation,
but I'm at that age where I prefer Ubuntu exactly because I don't want
to spend my life looking for how-to's for things I have no desire to do
if I'm not forced to it (done my share even before internet was common).
On the other hand I'm sure many people on the monotone team wouldn't
mind steping up if they would know what to do, which I'm volunteering to
serve as an intermediary (after all, not many upstream projects have
ubuntu specific packages).
