Thank you for reporting this bug and helping make Ubuntu better.
Indeed, Exchange operations are performed at the Exchange server;
applying filters to Exchange-stored messages means the messages have to
be downloaded, worked on by the filters, and then (if needed) moved to
other Exchange folders; nevertheless, this sounds a bit too slow...
Can you please run evolution from the command line as follows:
env E2K_DEBUG=5 evolution >& evo.log
try to move the messages as before, and then upload the resulting
'evo.log'.
