We are now updating to new upstream tzdata releases quite fast,
including for stable releases.
I agree that we'd need more manpower to collect wrong timezones and get
them fixed upstream, but all in all there are only a handful of bugs
open against tzdata.
In any case, this is a process weakness, nothing that can be dealt with
effectively by opening even more bugs.
