I don't have the original hardware (with Ati based gfx card) I first reported the bug on, but I don't have this problem with another rig that uses an Nvidia Ti4600 gfx card. I do have screen tear until I go into nvidia-settings, enable all vblank options and then enable vsync in the actual Compiz-config manager, then there is no screen tear. Was using Ubuntu default driver with Ati rig so there was no vblank options to tinker with in the driver but Compiz vblank setting had no effect at the time. Hope this helps :)
