This bug was fixed in the package tenshi - 0.4-1.3ubuntu1

tenshi (0.4-1.3ubuntu1) hardy; urgency=low
* debian/init.d: create /var/run/tenshi when tenshi is started
if it does not exist. Needed as /var/run is tmpfs (LP: #189623).
Thanks to Noel Maddy for the patch.
* Modify Maintainer value to match the DebianMaintainerField
specification.
