I believe that this bug has been corrected in Ubuntu hardy
openoffice.org 1:2.4.0~rc2-1ubuntu3 so I am marking it as Fix Released.
If after upgrading you continue to have problems with this issue then
feel free to reopen this bug.

In this particular case 'Highlighting' at least on openoffice 2.4.0
isn't what you want to bind to it is 'Highlight Fill' that you want to
have bound to ctrl-h to do the actual highlighting. The Highlighting
option seems to be what is executed to cause you to select the color or
something like that, its not particularly useful to bind to a key in any
case.
