The timezone entries in the tzdata package are in need of
reorganization. The entries are inconsistent - some entries are for
countries, some entries are for cities, some cities are grouped under a
country, some cities are not. There are entries that are redundant and
should be removed, and there are entries that are missing and should be
added, for example, there are 8 (EIGHT!) cities/towns in Indiana, and
not a single one in Texas.

There is a simple logic that will make the list consistent and
comprehensive. The list should first include all countries and not
cities. If a country has more than one timezone, then the timezones are
always determined by provinces/states, so in this case the states or
provinces should be available and grouped under the country. Everything
else is just confusing and redundant. In addition, the situation today
alienates users who happen not to live in the somewhat random list of
cities that are included in the package.
