The referenced build log has:
pkgstriptranslations: preparing translation tarball 
liferea_1.2.9-0ubuntu1_i386_translations.tar.gz...done (12 files)

The current one has it too, and indeed the translation tarball is part
of the upload:
http://launchpadlibrarian.net/11824131/liferea_1.4.12-0ubuntu2_i386.changes

So I think this was never a real issue, just a bit confusing since it is
attempted to be stripped several times? (second time it does not have
any translations any more, of course).
