update-manager requires that the ubuntu-desktop package is installed, which is
the case on a standard Gutsy installation.
You probably removed this package by removing some application that is included
by default in Ubuntu.
Reinstalling the ubuntu-desktop package should fix this problem.
Marking this bug report as "Incomplete", if installing the ubuntu-desktop
package solves this issue then please close this bug as "Invalid" by clicking
the Status field in the yellow line at the top.
