Manual Mode is autoloaded, so it is in basesupport.
In any xemacs21 buffer, but most noteably in man page buffers, smart
quotes appear as unreadable octal digits. For example:
tie %array, âDB_Fileâ, $filename, $flags, $mode, $DB_HASH ;
I was expecting quotation marks.
It's not limited to quotation marks but other characters as well, but
most noticeably quotes.
