I can confirm that this bug is still present in Hardy (development
release). I also have a PIII Dell Inspiron 8100 just like those above.

Here is how I solved it.
:~$ sudo gedit /usr/share/powernowd/cpufreq-detect.sh
then scroll down a bit until you see this if statement:

PIII_MODULE=speedstep-ich
else
PIII_MODULE=speedstep-smi
fi
and change it to:

save and reboot, presto.
