I can confirm this. It happens with every CD/DVD which is inserted (even video 
DVDs which aren't mounted). A file operation isn't needed.
I am not sure if it is a hal or a gnome-volume-manager issue. This doesn't 
happen in Gutsy but in Hardy since some time and of course in current.
This is bug isn't really serious but it is annoying and of course confusing for 
new users.
