I dug into this further since I had another machine upgraded to hardy
that did not exhibit this behavior.  It seems that the gconf schema was
not updated correctly on system that had the issue.

/apps/evolution/display/enable_vfolders was set as an integer and not
displayed at all in the evolution preference dialogs.  Having seen the
pref in my working systems and that is should be a boolean, made the
change in gconf and the preference showed up as well as the vfolders.
Any idea why my schema would be out of sync?  I've don't generally do
any manual edits to gconf.  Unless other have similar issues I guess
this can be chalked up to some upgrade hiccup on my system and closed.
