Confirmed here to on ATI and fglrx driver. The problem only happens to me if the system monitor window is increased in size and the resources tab is open. When the window is smaller or at its default size the impact to CPU is less noticeable. I suppose thats due to the amount of graphics that need to be redrawn per cycle....
