Public bug reported:

After installing slocate and running updatedb i was getting an error
that the '/var/lib/slocate/slocate.db' file wasn't there, i've touched
it and set the access priveledges to allow everybody read the file, and
to allow slocate directory to be executed by all. Now the error is that
the file is empty (abviously). Running updatedb doesn't resolve the
situation.

Perhaps slocate is clashing with locate or mlocate?
