A ppd for your printer is already available in the openprinting-ppds package,
although the ppd you link to seems to be more recent. The main problem is that
the package openprinting-ppds is not installed by default.
So I see 2 issues:
1. The openprinting-ppds package should be part of the desktop seed, this was
the case in Gutsy (regression).
2. The newer ppd should be included in openprinting-ppds (wishlist).
