For Firefox you can find proxy settings in the advanced preferences under networking / connection (Sorry, I don't know the spanish translation). The global settings are in the system / settings / network proxy menu. You could also try using a different server. You can select the server from the software sources dialog (in the settings menu in Synaptic) You could also try "wget http://es.archive.ubuntu.com/ubuntu/dists/feisty-backports/Release.gpg" in a terminal and see whether it can retrieve the file.
