This is solved differently in restricted-manager's successor (jockey).
The drivers won't be shown at all if the packages are not available.

We also enable restricted by default, and if you install Gobuntu (which
doesn't do this), then avoiding non-free drivers is the right thing to
do anyway.

We will not change this in stable releases, though, it's too intrusive.
