I never realized that.  I've always been frustrated by this feature,
because I wanted my monitor to turn off much sooner than 21 minutes, and
no where did it say that I had to adjust the screensaver
(entertainment?) settings to fully utilize my power management (energy
saving) settings.  As far as I know, these settings are the default.  I
think that by default, the screensaver should be OFF, and the monitor
should be set to turn off reasonably quickly.

Also, I don't think that the power management settings should be
dependent on the screensaver settings, or they should both be on the
same window, or something should tell you this information on the power
management settings screen.  I never use my screensaver, because it's a
waste of energy, but I always want to save energy.
