Sorry, I'd forgotten about this bug report, and somehow missed your query about it.
FTR, a friend of mine helped me track down the issue, which was that the keyboard layout had somehow been incorrectly configured, presumably when upgrading at some point. Specificically XbkLayout was set to "uk" in xorg.conf, but "uk" didn't exist in /usr/share/X11/xkb/symbols. Manually editing xorg.conf to say "gb" (which did exist) resolved the issue - although the control panel still won't let me change keyboard layout. Given I've upgraded though several releases, including betas, and given the lack of other similar reports, I'm inclined to put this down to a bug in a previous beta. So I'm happy for this bug to remain closed.
