Firefox 2 and Swiftfox(prescott version, probably(!) wrong) same behaviour. As I installed Swiftfox I noticed everything that appears around entering something into the address bar is smoother with Swiftfox. I mean those new boxes(since v3) suggesting pages to go - they seem to refresh more often. Noticing this I played around with Firefox v3 again - it is not jerky slow. Just seems not to refresh that often but definitely does not lag.
Apart from that I googled something about PANGO. "FOX_DISABLE_PANGO = 1 export FOX_DISABLE_PANGO firefox &" did not help. Smooth scrolling won't change anything either. As far as I know smooth scrolling(the option inside Firefox) only effects scrolling with the page up/down key anyway. It should indicate the direction one has just scrolled to. Without one only has a before and a after(so I cannot see low fps, because there is no motion).
