Using Ubuntu 7.10 or 8.04 alpha 6 live CD, pressing ctrl+alt+backspace
sometimes reboots rather than just restarting X.  Upon first login,
ctrl+alt+backspace restarts X correctly.  However, if the user has at
some point prior clicked on the "exit" button (whether on the panel or
menu), the computer will reboot instead.  So if I click the "exit" and
change my mind by hitting cancel, then later hit ctrl+alt+backspace,
I'll get a reboot instead of an X restart.  Now that I've finally
isolated exactly what's causing it, it's easy enough to avoid, but was
very frustating when I would occasionally get a reboot instead of a
restart while trying to configure X settings (often just the mouse).  (I
know: this is all my fault for mixing the keyboard shortcut and GUI
approach, but I'm not consistent - it depends on where my hands are at
the time I think I want to restart.)

This "feature" usually seems to get reset between X restarts, so if I
use the menu to restart X (by logging out), then log back in,
ctrl+alt+backspace will work as expected (restart X).  It's only if I
select the exit button but then do NOT restart that I get the reboot
behavior.  This may also have affected 7.04, I don't recall and no
longer have an installation to check.  I observe this on several
computers with little or no overlapping hardware, so it's not specific
to anything in a particular machine.  I don't know if this Gnome
specific or also affects KDE/other window managers.

Steps to reproduce:
1. Log in to an X session
2. Click the "exit/logout" button
3. Choose cancel (or hit Escape)
4. Press ctrl+alt+backspace
