This is a regression from Dapper, and breaks my automation for altering 
changelogs.
There appears to be no command line flag to bypass this.

Workaround:
echo | dch ...
This workaround is undesirable, as it will mask other issues.

This appears to be bug http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=463449
fixed in 2.10.15. Hardy has 2.10.11ubuntu4, so presumably will have the same 
issue.
Can this get into hardy-updates at worst?
