After a short investigation, I've noticed that the problem with this
string is that it does not appear in the template from Rosetta [1], in
fact, after downloading the apt PO file from there, the string seems to
be marked as obsolete:

  #~ msgid "Reading state information"

However, on both the current .deb package (apt-0.7.6ubuntu14.1) and
bazaar revisions the string appears in the apt-all.pot template, this
time as translatable.

I believe this is simply an issue of Rosetta not having the current
translation template, so there is not much we translators can do.

If this is not the case, please let us know how we can contribute to the
fix, since this is a very visible string (it appears every time the
update-manager is run) which has been untranslated since Feisty, and it
would be nice to have this fixed before the LTS release.
